Synchronize sysdep.h with current glibc
So that I can more easily import sparc headers from it.
NO_UNDERSCORES is gone and is now always the default.

So that I can more easily import sparc headers from it.
NO_UNDERSCORES is gone and is now always the default.
Some previously arch-specific defines are now valid for all platforms.
