ZstdCompressionAlgorithm: 22 is now "best" in libzstd.

Ideally we would use ZSTD_MAX_CLEVEL, but we cannot use zstd headers
in here...

Add ZstdCompressionAlgorithm.

* kernel lib is decompress only (like zlib).
* expand compression_test for zstd.
